Probably the most popular non-Nexus site I've used for mods would be Morrowind Modding History, also referred to as Great House Fliggerty or GHF – people there have put a lot of work into ensuring that older mods aren't lost as other sites shut down. You may find that a number of popular Morrowind mods aren't even found on the Nexus, as the modding community began a few years before the Nexus even existed. If you're looking to get started modding Morrowind, I'd recommend checking the "Tomorrowind 2016" sticky post there, or the slightly older modding guide which is linked in the sidebar. I think you'll find that /r/Morrowind is very active, and, in my experience, people there are quite welcoming to newcomers with questions about modding. Or Morrowind GOTY, however most mods will expect you to be using GOTY and a fair number will in fact require the DLC which the GOTY edition includes, much like many Skyrim mods require you to own the DLC.
